All of my lifetime, and long before that, cities have been pleading with citizens not to litter.
Anyone over 4 years old who has to be reminded not to toss garbage in the street is past all hope.

Interesting sign and photo, but I see no litter in your photo. There are pigeons, and they litter. That cute young girl is only littering someone's text in-box.
Wayne, sure do enjoy looking through your flicker photos. You have some great shots at the parades you've been to recently.
Unfortunately sweeping the streets would be considered cruel and unusual punishment these days!!!
