This Is Only A Test ...

… or at least that's my best guess.
A few years ago the city installed an earthquake-proof street hydrant system.
If the original water mains were damaged in an earthquake (it's coming, but possibly not in our lifetime) this system would pump seawater from False Creek to hydrants around the city. 
I suspect this is a routine test of the pumps.

Wait, I do now. We met a jeweler and clothing designer yesterday from Vancouver. Lived here 17 years.

Wow, they don't have to worry about pressure! At first I thought it might be a fire boat. I like the "possibly not in our lifetime" part :-). I've been through a couple major ones and its one reason I was glad to move before the Hayward fault had its predicted major rumble. :-)

Maybe it's a giant fire hydrant type fountain for the kids to play in???
