The top of Little Mountain (aka Queen Elizabeth Park) is the highest point (501 ft. about sea level) within the city boundaries. Just beyond the trees is a reservoir for city water. That doesn't explain putting an hydrant in a rose garden but I'll bet it's got great water pressure.
The park was named in honour of Queen Elizabeth, the queen mum, not Elizabeth 2, the present queen.

Makes you wonder. I've never seen a hydrant out in the middle like that. Do they drive the firetruck on the grass? Heaven forbid!!
